Oatmeal can actually be the best over the counter remedy for a mild sunburn. Although I've never personally tried using oatmeal such as Quaker oats, I have tried a product that said it contained oatmeal in it. What you can do is take an old sock, put some oatmeal in it. The sock can be a plain white tube sock, it shouldn't be a colored sock. Simply take some organic rolled oats or colloidal oatmeal in the powdered form in water.
Fill your bathtub with lukewarm water and drop the sock with oatmeal in it in your tub, and soak your body for a half an hour.
This should do the trick. A few sources give you the exact details.
If you're looking for an actual product, you might want to try Aveeno Natural Colloidal Oatmeal Bath Treatment.

M$The best thing that I like to use is Aloe Vera gel. This can be bought as a lotion or simply a gel. All you do is rub on sunburn and it instantly cools you down, takes away msot of the pain and starts to heal it!
This is something I have in my home at all times. Not only is it good for sunburn, but just about anything else you could have happen!
I hope this help!

M$• Cooling the skin can help relieve the pain associated with sunburn. Apply an ice pack to your face, keeping the ice pack in one area for five to 10 minutes. Homemade ice packs can be made by using frozen vegetable packages or by putting ice into a realizable plastic bag and covering the bag with a washcloth.
• Cool baths and compresses can also reduce sunburn pain. Compresses can be made by running a washcloth under cool water, wringing it out and applying it to the face. Milk can be used in place of water. Milk helps sunburned skin by providing a protein film that soothes the skin. If your lips or eyelids have been burned, a cool, wet tea bag can be soothing.
Remove the Sting
• A coating of vinegar applied to your skin may help remove the sting of a sunburned face. Pour a small amount of vinegar to a cotton ball or washcloth and apply it to your face as often as necessary. Make sure that you avoid getting the vinegar in your eyes. Witch hazel can also be used if vinegar is not available.
• Applying cucumber or apple slices can help reduce painful sunburn symptoms. Adding baking soda to bath water is a traditional method to soothe skin irritations. While baking soda bath may not be practical to treat a sunburned face, you can still take advantage of the soothing properties of baking soda by applying a baking soda paste to your face.
Oils for Sunburn
• Lavender oil is a natural healer for sunburn when applied to the skin immediately after the burn has occurred. Coconut oils are gentle on the skin--it is also helpful to use coconut oil before going into the sun. To help smoothen and lighten the skin after sunburn you can mix honey with lime juice.
• Cucumbers and vitamin E oil will help reduce any itching and irritation associated with your sunburn. If you are experiencing sunburn it is important to stay hydrated and drink as much water as possible so that your body can begin its natural healing process.

I have very fair skin and get burnt easily. I've used the rolled oats in a sock method and it works!
Also, I do think the aloe vera gel is probably one of the best remedies - I use fresh aloe vera from the garden.
Don't use any oil based product because a burn under the skin can take ages to 'cool' and the oil can aggrevate your burn ( source: a great site for everything about burns : http://kidshealth.org/parent/firstaid_safe/emergencies/burns.html )
