Affirm 3X is the strongest facial cream that contains 0.6% retinol. You can use this if you don't have a sensitive skin or you have used a retinol cream with a lower concentration before.
This is only the cheapest for under $40 and received positive reviews that this product works and is effective.

"I’ve used the Glo therapeutics gloRetinol CS and love it. I have been struggling to keep some pre-menopausal acne under control and this product really seems to help with that while making my face look brighter and feel softer – probably because of the exfolation properties of the glycolic acid. I don’t feel that it’s enough of an anti aging serum and am trying to find the perfect peptide serum to use on top of this, but if you’re looking for a good retinol product, I think this is the best I’ve tried."

It's a little pricey though ($45 on Amazon.com), but sometimes it's worth paying top dollar for products that actually work :)
