I currently have a Chihuahua, but I have worked with many breeds in this department.
If you have a young puppy, one method I have used works very well.
I get a children's play pen from a thrift store (don't spend more than $15 or $20) and cover the entire bottom with newspaper. This works better than a crate for small dogs.
There should be enough room for a bed in one corner and food/water in the other. This should be a place to put your puppy when you are not able to watch him/her. The puppy will associate the paper with going to the bathroom.
Shortly after feeding times, make sure to take your puppy outside and be patient until they do their business. With positive praise, your dog will want to make sure to get your attention when they need to go.
Also, keep newspaper on the floor by the door that you will use to take your puppy out. If you catch your puppy having an accident, pick him/her up as quickly as possible and place on the paper by the door.
Eventually, you should be able to move the newspaper outside of the house and once used outside, you can toss altogether.
