M$Stanza probably makes it the easiest to GET the books for free, since it actually has integrated book catalogs including public-domain sites such as Feedbooks, Project Gutenberg, and Munsey's. All you need is an active Internet connection to browse, search, and download from these sites. BookShelf also lets you download from various on-line sources, though Stanza has a better interface.
iBooks is probably a nicer-looking reading experience than either of these, but you actually have to download the free books on your PC and then load them into iTunes to be able to read them that way.
