Im am going to go with Carls Jr, they have tasty charbroiled burgers, In and Out does not technically have franchises, they offer the best service but for the taste a 6 dollar burger,which is less than 6 dollars is tasty, even if you buy the big burger which generally between 99 cents and 1.49 when it is fresh it is good in addition to the western bacon.

Five Guys Burgers and Fries is tops on my list...

Fresh hamburgers cooked to order, fresh hand cut fries, peanuts while you wait. Five Guys have a small menu with only a few items but are big on taste...

I'm quite partial to a freshly made Quarter Pounder w/cheese from McDonald's, for me there is no real substitute. Everything else is settling for less when it comes to chain restaurant burgers.
