What is the best dtv box to purchase with my govt voucher?

This depends upon your needs, desires, and other equipment you may be using it with. A fairly decent chart of comparisons of features is available here: http://en.wikipedia.org/wiki/Comparison_of_CECB_units

If you have a Tivo or other specialized equipment, you may want to look for information from the manufacturer of that equipment. For example, Tivo's guide is here:

Personally I chose one of the Apex boxes due to the features and my experience and knowledge of the quality and history of other equipment they have made. I also got another brand for my second box simply to test and compare the variety.

If you were setting up a TV in an RV or a portable TV that you were taking on the road with you, I would go with the DTV-Pal from DishNetwork because it can be easily run on DC power.

After choosing between a few boxes based on what may actually be available in your area, if you were not ordering online, I might suggest you first check online reviews to learn whatever you can about them. For example, the Insignia Boxes and the Zenith boxes are supposedly the same except for the branding, however, one comes with a universal remote and one doesn't; in such a case it probably makes more sense to get the one with the universal remote with all else being equal.

Since your stations are switching at different times (at least mine are) you definitely want to get one with an analog passthrough so that you can get channels that haven't switched yet.
