The best place for a startup to be is in the busiest city serving that sector.
This is why Silicon Valley is a great place for technology startups.
You get better access to mentors, markets, suppliers, etc and its easier to become embroiled in the day to day commerce required to get a startup off the ground.
To more directly answer your question: Identify the type of business the startup you want to work in is based in. Then identify the cities that service that or where the majority of those kinds of businesses are located.
In other countries we see the same behaviour. E.g. in India in Chennai. In China Shanghai and Beijing but China is actually creating new cities focussed on startups. It will be interesting to see how his plan develops. (see ref below)
