To boot a dead system, you need to use a CD/DVD.
For data files backup (with features like synchronisation, filters etc), I use SyncBack from 2BrightSparks.

It is great if your need is simple live backup and does not need feature like file versioning (which is available on the paid version).
Further, SyncBack does not use proprietary file system as it copies the files as they are. It means, PC without SyncBack installed can browse, copy or delete backup files.

M$The cost is $49 bucks a year and there is a free 1 month trial before you have to pay. You can configure the client to backup your files immediately(as the change) or later depending on your bandwidth availability.
The client is also easy to work with and I haven't had any trouble with it crashing my system.
Recently, I have had to recover an entire folder that contained client files that I accidentally deleted in a computer change over. Clicked on the client, selected the files and within minutes, my files were back.
