Each verse mentions two things that he would do for love, followed by one thing that he will not do. The title phrase repetition that he "won't do that" previously stated one thing. Each mention of "that" is a reference to the promise that he made earlier in the same verse. For example, one such line is "But I'll never forget the way you feel right now .. In addition, at the song's conclusion, the female vocalist predicts two other things that he will do: "You'll see that it's time to move on" and "You'll be screwing around". To both of these, he emphatically responds, "I won't do that!"

M$I think the "that" Meatloaf refers to in this song is a omnipresent and very general metaphoric line that cannot be crossed, a line that each person will hold at any cost, an individual and very personal line that each of us has, our own personal limit.
Meatloaf does very well in the musical tension department, his songs carry a tension that gets higher and higher musically until they reach an apex, a crescendo, a release. What makes Meatloaf special as a lyricist is his ability to also include a very real lyrical tension as well and the mystery provided by this unknown "that" is the poetry that helps provide the song this powerful lyrical tension as well.
This question is a great example of the power and longevity of this mystery. The lyrics have jumped right out of the song and still hang way out here and unless one were to ask Meatloaf himself what "that" represents to him personally we will not know for sure. I think he put that poetic device within the lyrics on purpose to allow us to personalize the song and lyrics to our own life and scenarios. He leaves the mystery there so we each individually can make this song our own.
