I will list a source below at the end about the geography and topography of phoenix Arizona, but to answer your question of why is the riverbed always dry. If there is a lot of salt and sun, then of course it will be dry because imagine yourself eating salt everyday. Do you feel dry? Well that is probably the same as the riverbed, there is too much salt and it is always evaporating, which mean it dries out. It is the same as for your body.
