From the 60's to the 80's, the single X-rating meant that is was not suitable for minors.
Basically is was an NC17. There were a few movies that got the X-rating that were quite popular and one that won an Academy Award such as Midnight Cowboy.
The porn industry at this time wanted to create something beyond just a simple X-rating since that could apply to any movie with adult themes. Since nothing in the rating system was trademarked, they began to add X's as advertising. For some films the XXX meant hardcore and the XX meant simulation.
