What is considered art?
Are there rules? What are these rules and who decided them?

I don't think that when it comes to art there are any rules. Art like beauty is in the eye of the beholder.
Some people consider the most peculiar things imaginable to be art, I'm thinking in particular of the more extreme forms of so called art, the piles of bricks, the sheep preserved in a tank of formaldehyde and Tracy Emins infamous dirty, unmade bed, all of which have been displayed in the worlds top galleries purporting to be art.
I have a theory that the people (I would not call them artists) who created these objects are trying to fool the public into believing that these weird exhibits are clever, tasteful and artistic, so I suppose you could say that they created a whole new set of rules that anything goes. I would like to put on exhibition a pile of old newspapers and see how much I would get paid for such a brilliant work of art!
So I think that the only rules are being made by the proprietors of the worlds top art galleries, who decide what is to be put on exhibition, although as far as I am concerned, some of them need an eye test!
