For less than $300 you could get the Body Champ BRM3671 Cardio Dual Trainer.
There are over 30 reviews of this on Amazon, almost all giving 4-star ratings (out of 5). There is no in-built heart rate monitor but why pay hundreds of dollars for something you can't take for a walk anyway? Buy a stand-alone trainer and a separate heart monitor that you can take out when you walk!
