What is an inexpensive craft that could be created for a homeless shelter?

Consider making bag rugs or other crafts made with bags. These are made from the plastic shopping bags and the use of a crochet hook to turn them into useful household items. These crafts are also great for Green living and saving the landfill.

I would also suggest that the best thing is to teach them some hand craft so they can sell their products to some small scale handicraft industry.

I have taught many a homeless how to crochet. A life skill that could be useful too.

You might consider knitting or crocheting caps. Stores like "Dollar Tree" or Big Lots often sell skeins of yarn for less than a dollar. You might also consider asking for upholstery sample books from furniture stores then use the fabric to make totebags or coverlets.
