what is a smart, clever, effective way for the gov to limit or eliminate texting while driving?
i believe this is a huge, growing problem that is or will be larger than drunk driving - occurs when most people on road, youth growing up texting, likely to have multiple people texting at once on same road vs drinking driving on same road (this is a hunch no fact to back it up)
