what iPhone application allows people to upload photos to flickr AND tweet a link to that photo w/ comments at the same time?

Shozu. I got it for free before, but now it's saying it costs $4.99.

You can try Picolo. I can upload photos to Facebook, Flicker, and Picasa and tweet the link.

I also recommend Flickup which can work in conjuction with other Twitter clients such as Twitterrific, Tweetie, and others. From Flickup, you can upload pictures to Flicker and send the link to your preferred Twitter client.
