I was under the impression that you could not get to that point without meeting Brian as the story is linear. However, I remember meeting Brian after going to the Internet Cafe and doing his first car stealing quest.

The email is NOT from Brian, it is from Hossan from the beginning of the game (before you start playing), on the ship. You'll meet up with Hossan while in Suffolk, the southwestern section of Algonquin. I forgot all about Brian in my "cheats" game. I'll go see if he pops up to give me the money...
