M$Associated Content is a web content site, and they don't require you to have a verified PayPal account, but if you earn over $600, they will require a W9. In fact, most all places that are US-based are going to require a W9.
Helium.com is a web content site, and they don't require it to be verified. I haven't earned enough with them to know if they ask for a W9 or not.
GetAFreelancer is very lax in their requirements.

M$Very unfair to pick no best answer when the link to get-a-freelancer actually did ANSWER the question asked, and the advice to hire writers directly is good, solid advice. I know; I'm a writer and I do this for a living regularly, as both the buyer and the seller. I won't answer any further questions asked by you, that's for certain.
Sorry, but your question wasn't clear.
Why not hire the writers directly? You can put a listing to hire writers on Craigslist or other job boards, and then hire the writer directly. You don't have to tell them you are paying through an unverified PP, as long as they get paid, they shouldn't care.
I want to hire writers by paying only through unverified paypal. Any freelance site accept that as payment option name that site, that was the question.
