I can think of a few health risks that the bags might pose. The bags could become contaminated with e-coli, or other bacteria depending on where they are stored when not in use. They could become contaminated when set down on the sidewalk, street, bus, subway, or public restroom floors. The bags could become infested with fleas or other insects depending on where they are stored when not in use. When these bags are carried into a grocery store they are then usually placed in a shopping cart (most likely in the seat where children sit) and then on the checkout counters. I wonder if individuals consider washing these reusable bags in between uses.
