R&R Partners advertising adgency is responsible for the Las Vegas Convention and Visitors Authority's "What Happens Here, Stays Here" campaign in 2003. It was created as a campaign slogan for the city, the derivative that you mention "What Happens in Vegas, Stays in Vegas" has also been used.

But, we were the first to use it as way to capture the brand essence of Las Vegas in advertising for our client the Las Vegas Convention and Visitors Authority.
