What effect will the declining US (and world) economy have on consumption of water and power?

Consumption of non-essentials like entertainment is different from drinking water. Water and power may decline some as prices go up but at a slower rate. Necessity is the mother of invention. Expect more efficient power generation and water heating/treating systems to be invented as our collective monetary belts get tightened.

Those would be the last things to change, particularly water consumption. They would only be likely to change where they track luxury consumption, like in Las Vegas, if there is less traffic. However, even in Vegas, the majority of those resources feed common areas, which will stay lit and watered...so empty rooms will not have a huge impact.
