The majority of the music you hear has been tweaked and modified using studio equipment, but generally these lo-fi bands pride themselves on using the raw recordings.

There's a lot of old digital gear out there that is available quite cheap and can provide a lofi feel to music: The Ensoniq Mirage sampler is a great way to achieve a lofi sound, as would be an old Korg DDM110 or Casio SK-1.
