I'm sure, @edwardclint has perfectly answered your question as to the construction of an octagon fighting cage for MMA use!
I just wanted to add that this is a structure that might need planning permission by your local town and depending whether you want the public to come in to watch, you will need a public liability insurance and any number of regulations are to be observed.
Why not talk to one of the organizers of an MMA event next time you are going to watch one and ask them about specific details.
Armed with this information I would then go to see an attorney of my confidence and ask him/her to look into the issue, better be safe than sorry!!!
Hope this helps!

M$Follow these steps:
1. Choose the right location to build your fight cage. These type of cages should have a 32 ft. diameter so you need an open space.
2. Select a fight cage blueprint. There are may sites that offer these blueprints like the ones offered by buildacage.com. The blueprints will show you step-by-step and the materials needed can be bought at home improvement store.
3. Use a plywood to build the cage's base and shape it like an octagon. Make sure to cut the sides at 22 1/2 degrees while the octagon should have a 32-inch diameter.
4. Use steel pipes and three way connectors to frame an octagon around the base. Use these steel pipe to connect to the vertical pipes. Lift up the plywood and place old tires inside. This will help absorb impact during the fight. Put the plywood on top of the tires when done.
5. In each of the octagon's points, place steel pipe in vertical position. It requires two person so ask someone to help you do this. One will connect the pipe at one end while the other will hold it up. After the one end is screwed in, the other person can connect their end and work your way around the octagon.
6.Hook the 12-ft steel pipes horizontally on top of each vertical pipe.Wrap the fencing material around the outside portion of the octagon. Put and secure foam padding along the inside of the cage at every point where the pipe is located. Place also a thick mat on top of the plywood.
7. Your octagon cage is done!
