What does it mean when a falcon is perched up high and constantly squawking?

Hi, It is possibly something called a 'ledge display' or a springtime courtship behavior. Male (Peregrine) falcons perch high up (on ledges or other high places) and vocalize and perform a bowing kind of behavior to attract females.
There are other possibilities, like protecting a territory or nest full of young chicks or possibly calling out due to hunger. If you are too close to the falcon I'd suggest giving it some space as it may be stressed and warning you that you are too close to the area.
