Red tape is a metaphor for something that stops or slows you down when trying to accomplish something. It is red because red is associated with a red traffic light or red stop sign. For example, in the military when you are trying to do maintenance you must get your manager's permission, manager's manager's permission, and sometimes the manager's manager's manager's permission before you can perform a simple job that takes ten minutes to perform. On top of that you need to give a seminar and sometimes a pre-seminar before the maintenance takes place. Too many rules and bureaucratic regulations are what constitute red tape.

actually according to etymology online, the origin is the red tape used in British colonies to bind up official documents
