What do you think underlies Russian anti-monopoly authorities' intention to include Microsoft in their register of monopolies?

Any/all of these:
Protection/growth of local industry
Reduce reliance on foreign company
Encourage free alternatives like Linux
Move towards using open standards
Penalize Microsoft, like the EU have done, with associated benefits.

I believe Russia is tired of having Microsoft drag them around and hold them hostage with a chain around their neck.

It seems Russia's anti trust laws prohibit forcing a client to buy a new product they don't want.

Last fall they joined forces with Cuba in an anti Microsoft effort:

Recently, Russia announced that it was pushing Microsoft out of its schools in favour of open source. Now, it's going even further by joining with Cuba to write free software that can be used instead of Microsoft's products in other areas:
