I think there should be a moratorium on all commercial sea and ocean fishing until stocks can recover. It could be enforced by the world's navies, as most of the damage is done by large factory ships which navies can spot and sink.
However, this is not politically acceptable to most countries. Still, if any politician claims to favor it I will vote for him, other issues being equal.
