(1) Bane. Qualifications? He is even more tortured and angst-ridden than Batman. The guy is massive and crazy strong, the result of forced, illegal drug experiments since his childhood (which he spent imprisioned). Also, in the comics he is a suitably complex character for the likes of Nolan. He's a junkie and hates that fact, so he has often eked out his own revenge against drug cartels. Having him in the next film could present some really interesting scenarios: Perhaps Batman goes after him, only to find out that part of him approves of what Bane is up to. What then? Do they work together? Does he try to lock Bane up? Or does Bane get the best of Bats and break his back as he did in "Knightfall"? I'd shell out my uber-picky movie dollars for that one. Another bonus, is that Bane is often written has having a posse of other, minor characters that could be developed for future films.
(2) A return of Two-Face. Not totally out of the question, because in the first film it is never EXPLICITLY stated that Harvey Dent dies in that fall. Gotham honors him as though he died heroically, but I suspect that was just an attempt to salvage his legacy and to hide the truth of his coming unhinged. Me? I think he's in Arkham Asylum.
(3) Poison Ivy. I LOVE this character. Somebody PLEASE do her justice on film. She needs to be a brainy, timelessly beautiful, womanly, irresistable femme fatale that gives Bond girls a run for their money. She needs to have the same allure for Batman that the dark side holds for Luke Skywalker. She should put Bruce Wayne in a tailspin like no other woman (Rachel WHO?) and almost succeed in seducing him away from his altar ego. Blondes (not mysterious enough) and stick-women who can't act (Uma?) need not apply.
(4) Cavalier. I like the idea of rich-dude with high-tech toys in bat costume vs. rich dude with high-tech toys dressed like a musketeer. I just think this match-up would be fun. Especially if you played Batman's seriousness against the devil-may-care, Errol-Flynn-as-Robin-Hood bravura of Cavalier.
Other things I'd like to see:
If a Robin ever joins the franchise. I'd like it to be a kick-but little redheaded GIRL with moxie, like in the Frank Miller "Batman Returns" comic book. Turn the whole robin thing on its head. I also really like the Batman vs. Superman concept from the same book.

M$That being said, I think there is a SMALL possibility the Penguin will be used. Previously, Nolan had outright stated that he would never use the Penguin in one of his Batman films because of how unrealistic the character is. BUT, Nolan likes to keep his stuff under wraps..obviously judging by the end of the Dark Knight, there are a lot of questions left to be answered, and I think that can be said in real life too.
Personally, I'd like to see a villain/villains we've never seen before. The Mad Hatter is one that comes to mind that could easily be adapted to the big screen. A neuroscientist experimenting with mind control isn't so far-fetched. Maybe tone down the Alice in Wonderland feel and I think you have a very believable villain.
Another villain that would work in Nolan's world is Black Mask. In the comics he eventually gained significant control over the mob in Gotham, and now that the Dark Knight has left us with so many imprisoned mob leaders, someone has to take over the remains, especially with Batman on the run.
Another that has already been featured, but could be done again CORRECTLY is Bane. Bane was the mumbling, gurgling idiot that appears out of nowhere in Batman and Robin, but in the comics is actually an interesting character, not to mention an extremely formidable foe for Batman.

She is often portrayed as The Joker's accomplice or girlfriend, which would be perfect considering the events of The Dark Knight.
The one thing for certain is, whoever the villain is and whoever plays the part, it will be well done. Remember the public reaction when Ledger was announced as the Joker? I have full confidence in Nolan's vision of the Batman Universe.

M$The other feedback about the likelihood of Nolan featuring the penguin is great (thanks, Vandal913), but now I'd really like to see Phillip Seymour Hoffman in some role in a Nolan film. He really has a dark subtlety that would play well -- but perhaps as one of the other villains!
Are there any Batman villains who have that "really, I'm a good guy and all wonderful and shiny and political" thing going for them? I'd love to hear more about the possibilities; I'm certainly looking forward to his next one!

M$I would resurrect twoface. After all, he does appear in one of the original movies, so he technically has to still be alive, despite the fact that we saw his funeral.
I would also bring in Cat Woman as a villain, and cast her by Halle Berry despite her horrendous performance in her own movie. I think this would bring continuity to the stories.
