So, my two cents is that if you're looking to do this just for a one time project you'll spend more time setting up the engagement than you'd spend learning the framework.

M$Getting coding done professionally will save you a lot of time, and given your limited experience will save you learning how to use new frameworks etc. However, future maintenance or upgrades will also cost you - so you may want to emphasise the need for scalability and then gradually work your way up to an acceptable level on the tools, by tinkering around with the code generated from the freelance programmer.
On the flip side, the cost of production may put you off, but as I've mentioned - there really isn't a better time to be looking!

M$In your situation you can code already you just need to learn the environment. If you engage a reputable local company to build up frameworks, infrastructure and a good initial design you could take over from there.
