I think TinyURL is still the most recognized URL shortener. However, I read that since Twitter changed their default shortener to bit.ly, TinyURL has lost a huge amount of ground to them. First, bit.ly is five characters shorter than TinyURL. Also, bit.ly offers tracking services, so you can see how many people are clicking on the links. I think it's going to start to become the predominant shortener unless TinyURL really changes their product.
