This 2081 movie shows that all men are NOT created equal, and that striving to make everyone equal pulls a society down, instead of using its full potential.
Similar movies have been made on the opposite, and many are not even SF. Take WallStreet, which clearly shows what happens when a society supports ultimate greed, and the strongest of the fittest.
None of these work, and this basically teaches us to strive for the middle-road: a society that provides chances to all, but takes advantage of its great minds, and all possibilities they represent.
As to your other questions, I quote wikipedia:
" It is directed and written by Chandler Tuttle. It is based on the short story Harrison Bergeron by author Kurt Vonnegut and stars James Cosmo, Julie Hagerty and Armie Hammer with narration by Academy Award Nominee Patricia Clarkson and an original score performed by the Kronos Quartet and Czech Philharmonic Chamber Orchestra."
