What do you think about FOSS adoption instead of licensed windows OS and office suit in schools and govt dept.

As a former teacher, this works well in very small school districts. Larger schools are entrenched in Windows, and to make things worse, most school IT departments are extremely underpaid and inexprienced to deal with FOSS. The other problem is that Microsoft practically gives their software away to high schools.

It depends on the goals. A benefit to using windows is that students also learn to navigate the primary OS that they will encounter in their daily lives. Furthermore, if there is a problem on the computer, assistance is going to be closer (more parents and students have encountered windows than FOSS). Also, if the teacher that puts the FOSS in place leaves, the next teacher might not even know where to start to add new programs -- which brings up another problem - your selection of education software might be limited (of course if everyone does it, more will be produced).
