I've never read Voltaire, but I have some thoughts.

The idea of democracy is that the general public, regardless of their inclinations, is responsible for the placement of their leadership. This was true in ancient Athens and today. So, if you have an ignorant bunch of neanderthals electing morons to lead the nation, the anarchist could argue that assassination is a viable solution in the case the public makes a very bad selection. Yeah you made a bad choice, but don't worry, we will take care of this...

Good thing we're a republic! Those democracies are so old school!
