What design plan would be required to terraform Mars?

Suppose a fusion generate could create a magnetic field, how could you create an atmosphere on Mars, if you had near unlimited energy.

I was going to say, without a magnetic field, how could you keep in the atmosphere that was created? I love these questions that you ask, even if I have not got a clue as to the answer to a lot of them.
I thought about this once and my conclusion was that you would have to generate fields locally to protect against solar flares and then use domes to live in. A magnetic field large enough to protect all of Mars?
If you could create a series of domes in which plants were grown, you might be able to release a certain amount of that air. Gradually, over time you might have enough oxygen in the atmosphere to support plants that live at extremely high elevations, such as we have here on Maui at the top of the volcano. For example the Silversword plant.

You could also use mechanical means to separate oxygen from the soil of Mars. The more oxygen, the more higher elevation plants would tend to survive and produce oxygen, until you could begin to introduce medium-high elevation plants and so on.
