What city in the US has the best/most efficient infrastructure? (Roads, Water, Power Grid, ect..)

I've not been in most cities or lived in them, but I'll answer about one I know about.

I do like Indianapolis. Trash there is used to produce electricity in a green power plant, so they don't have to send much at all to landfills. Roads are well-planned; the central part of town was planned by the same architect who planned Central Park and Washington D.C., so there is green space. Because a major north/south and a major east/west interstate go through, getting to most parts of town is quick. And water is never a problem, between the rainfall, which rivals semi-tropical locations; a rather large river and two "creeks" which would be termed rivers elsewhere. There are also several large reservoirs within an hour's drive. Brownouts, blackouts, and water rationing are very rare. The latter only occurs in years with bad droughts; the first two only in the hottest of summers.

I also like Tulsa, at least for road layout. I don't know a whole lot about the power and water situation there.

Fresno, California has the best road plans ever made! The whole city is in normal city blocks, no funky curvy roads, no name changes for no reason while going down the same street. It has one "diamond" within the city. By far the easiest decent sized city to navigate!
