New York city has the best Patrick's Day celebration according to nationalgeographic.com.
They have the tour "Little Ireland" which is a former Irish district on the Lower East Side. This is said to have more Irish residents than Dublin.
The much awaited New York's St. Patrick's Day Parade which is the largest Saint Patrick's Day parade. Over two million people watch this parade that marches up 5th Ave and passes notable locations like the St. Patrick's Cathedral & the Metropolitan Museum of Art and Irish American History.
Another celebration is the Joe Hurley's 10th Annual All-star Irish Rock Revue. This is an all-Irish, all star celebration that includes punk-rock legends, Broadway stars, and comedians performing the greatest songs from Ireland.
There is also an Irish Arts Center open house that offers free Irish dance lesson, movie screenings, Gaelic languages classes and other cultural activities for both kids and adults.

This is probably your answer, New York is definitely the biggest parade outside of Ireland, and within Ireland, only the Dublin parade would be in the same ball-park as regards size. The NYPD (with strong Irish-American links and traditions) usually play a big role in the New York parade's music etc. Just to clear up one point . . . the Lower East side would have a lot of people who have some form of Irish ancestry, rather than “more Irish residents than Dublin”.
