What characteristics highlighted the cold war? Why did miltary spending increase during this period of relative peace?

As someone pointed out, it was an arms race.

This was built on the idea of mutually assured destruction. If the USSR launched a nuclear bomb at the USA then the USA would launch 300 nuclear bombs at the USSR. What would happen is it would stop one country from attacking another because they would experience such great losses. The race of spending so much money on getting bigger, stronger, faster, more efficent weapons was to try to stay ahead of the other country.

-This also was part of the US plan to bring down the USSR, out spending them. If the USSR tried to spend dollar for dollar against the US they would have to give something up. The gamble the US made was it could make the USSR go broke in spending so much trying to keep up in the arms race.

I'm no expert on the subject but it seemed like the cold war was more of a race than a war.

When we think back on it, we don't think of great blood shed, we think of great intimidation on both sides of the fight. Intimidation is a very important part of war, and any conflict for that matter, even a backyard fist fight.

The money spent was to make others afraid to attack, kind of like saying if you hit me, I'm coming back at you with all my force. Then when all your force is on display, people get scared. I'm saying its kind of a North Korea situation, but not quite as extreme. For a period Russia and The United States were less concerned about internal problems and more concerned with being the "toughest" or most "deadly" military in the world, or at least more so than their opposition. This isn't the best answer, I feel like their has gotta be something I'm overlooking so poke some holes if you wish.
