Cyrus the Great stratagem was to attack Babylon at night after a popular and long awaited annual feast when he knew the Babilonians
had abandoned themselves to every excess. It was a winning strategy; he conquered Babylon that same night

The Bible talks about Babylon (a symbolic one) as a city built by men "allied agaisnt" God, who disdained the "Eternal," and over which hangs the threat of destruction. Babylon is seen as the Devil's city as opposed to Jerusalem, God's city. Babylon will fall suddenly at the apogee of its glory, when Christ returns to earth.

M$http://www.essortment.com/all/writingwallfal_rghs.htm this link gives a pretty good explanation of the history of it's rulers and their problems...like Nebuchadnezzar who went nuts...his son who overthrew him...and so on down the line.
