I think this is your question: You have a Coton de Tulear dog, it has mats in its fur, and you need to know how to groom it properly. I could be way off here, but I don't have a lot to go on.
Your dog has long hair with a light texture. It needs to be groomed every day. You need to brush and comb out the dead hair, right down to the ears and feet. Part of the reason for the need for this much grooming is that they do not shed very much. You also need to trim the coat with scissors. The good news it that Cotons do not need to be bathed very often, if they are properly groomed.
If the dog is badly matted, you will need to work carefully to brush or comb out as much as you possibly can, then gently cut out the worst mats with scissors. After that, get in the habit of the daily grooming. I hope this helps!
