The Samsung 8mp Memoir is probably the best camera phone you can buy (in the United States anyway). I can't remember who makes it, but I think there is a 12mp camera phone being made, but its sensor is smaller and the image quality suffers.
They key point is that just like ordinary digital cameras more megapixels ≠ higher quality. More pixels just means more data, whether that data is any good is another story. Extra resolution is worthless if it just translates into extra noise, blurred images, and poorly balanced colors.
