3. Resident Evil 1 Remake (Tank controls plus vastly improved graphics equals 1 scary game lol)

Now, my thoughts on some other games posted here:
Resident Evil 4 - not even close to being a scary game. It has its moments, but the rest was all out action. RE 5 is even worse in trying to be a RE game. Capcom, please bring back the old RE..:(
Bioshock - freaky in some parts, but all the powers in your disposal didn't help in the scare factor. Amazing game nonetheless
Dead Space - now I don't know why, but this game never felt scary or anything to me. Granted I haven't beaten it yet, but from what I've seen, its just your typical scares here and there.
Oh yeah, I also want to add Friday the 13th for the NES to my scariest games list haha. Even with its primitive graphics, Jason just popping out of nowhere is enough to surprise just about anyone looking at the television screen while the game is being played lol.

M$Well just a prewarning I get startled very easily...
First scary game I played was resident Evil the 2 disc game for Playstation...at one point in the police building you're running down a hall and a bunch of arms fly out of the wall and start grabbing...If I remember correctly I feel off the couch...
Secondly...Resident Evil Nemisis..I swear everytime that damn guy jumps out at me I have a minor heart attack...So much for being a kid, staying up late and being scared half to death which then got my playstation taking for a week because I screamed...>.<
Thirdly...I will have to go with Silent HIll...now I'm not sure if it was so much scary as it was creepy...but I'm the type of gamer who sits there...and before my character goes around a corner I myself lean and try to see around the corner and I did that the whole time during that game. It was dark...I was scared.
Fourthly I believe it was called The Condemed The cover of the game is an eye peeking through a key hole...Just walking around in a dark setting with things jumping out at you puts my head through the ceiling...I had to stop that demo real quick.
Lastly...I watched my stepdad play Bioshock..let's just say he kept yelling knock it off because I would jump..or even whimper..
