What are the results of creating a "foreign paypal account" ?

The Sri Lankan paypal accounts cannot receive money other accounts, but only to send. But the Indian and some other country accounts can receive money.

So if I create an account via India/U.S, will it be a problem? Will I get banned for doing so?
