what are the requirements in terms of fees and aplications in order to participate in the International Science Olimpiad?
Are there any test requirements, 1st and 2nd round?
Also there are 7 different subjects. Are the requirements the same for all subject?

All of the different subjects are actually separate organizations. There really isn't any group called the "International Science Olympiad," it is just a term used to group together the different olympiads.
As for the selection process, the rules vary depending on the olympiad, but usually each country is responsible for picking a team. So the participation requirments are usually different depending on both the country and the subject.
