M$If you are not able to receive the picture, the T-mobile website has the solution for it.

To resolve this issue, refer to the following information:
Turn off your phone for a moment and then turn it back on. This refreshes the connection on the phone with the network.
You must first send a picture message from your phone before your phone will be able to receive picture messages. Try to send a picture message to your own number. Make sure you are dialing 11 digits (1+area code+number). Always dial 1 plus the area code. You will not be charged for long distance service.
Ensure that you are in a good coverage area and have signal bars on the phone. For specific coverage information, go to Personal Coverage Check.
Verify that the picture messaging memory is not full. Try sending a picture message to your own number. If it was not received on the phone, delete all the messages in the inbox and outbox.
If the picture message was not received, please call Customer Care for additional assistance. To expedite the troubleshooting process, have the following information ready:
Location where you are using the service
Number of signal bars you have on the phone
Make and model of the phone you are using
Whether you are able to receive picture messages
The last time you received a picture message
