What are the going rates of having a professional design a 5 page website?

I usually go by the guide that each static page will cost about $100 if you find a designer on the web.
The websites I have put together ran about $75 / page, but that also included setting up the web hosting, emails, logo design, site graphics and google analytics.
You may also want to check a local community college that has courses in web design. There are some really talented young kids that can really use the money and will do a great job.

As for the low price, students are very eager to make some pocket money off building websites.
I am myself a computer science student and amateur web designer and I would charge about 200$ for the whole thing, but the quality may not be as good as the professional sites.
It also depends weather or not you already have graphics, if you do it will probably cost less. Making graphics is a very long and expensive task.
