Typically, hackers are people who attempt to gain access to a computer system when the normal security should prevent them from having access.
Now, that said, hackers have used their skills to both help and hurt the public. Hackers are sometimes referred to by colored hats. I should mention that these "hats" are simply terms and do not refer to actual hats that people wear.
Black Hats are the bad hackers. These are the guys that would crack your bank's database to steal account data, they would crack a politician's email to find inflammatory emails, or they might release viruses to wreck havoc to a business network.
White Hats are the good hackers, kinda. These guys attempt to hack systems so that they can tell the system owner what problems exist.
There are other kinds of hackers, too. There are "if-I-can" hackers that do not mean to cause trouble, but will hack a system to see if they can. There are hackers that break laws to uphold ethics (such as breaking the great firewall of china).
