I'm not schooled enough (i.e. at all) in architecture to answer very thoroughly, but Britain's The Guardian listed the world's 12 best modern architectural structures and explained why the buildings were chosen. Interesting read that at least touches on what qualifies as modern architecture...see links below:

It depend upon what you consider modern, I suppose. Generally it would be use of pure forms (boxes, cylinders, etc.), honest use of materials, exposed/clear structure, lack of ornament.
The architect LeCorbusier's Modernism had 5 specific points: 1)use of pilotis (columns) for structure, 2) free plan, where walls could do whatever they needed because the columns were holding up the roof, 3) free facade, where the building elevation could be artfully composed without concern to the wall, 4) strip horizontal windows, because the wall was not structural it could be cut horizontally, 5) roof garden, or more generally the use of a flat roof that was useable as leisure space.
