What are the current twitter limits on accounts?
As I was reading true the twitter updates I saw that Twitter recently added follow and update limits for stability and abuse control. What does this mean? Does this limit affect direct messages, API requests, the number of people following me and the number of people I follow? Is it only applicable to PC actions or does it include API, web, phone and mobile actions? How does this current twitter limits on account help to control or reduce abuse?

Twitter limits certain features for a few different reasons. One is to cut out the amount of spam on the site. The other is to keep people from overloading the servers. I know at times I can't even get onto my account because it is overloaded.
The current Twitter Limits for each account are as follows:
250 direct messages per day
150 API requests each hour
1,000 updates per day. This includes retweets.
You can currently change your account settings 4 times per hour.
The following daily limit is set at 1,000 per day.
The following per account as a whole is set at ratio after you reach 2,000.
All of the limits include the use of any cell phone, computer or other media device. There site says that during peak times, the limits can be reduced. This information will appear at Twitters official blog.
You get that message when you hit a limit. it will be an error and it should include any information as to what limit you have indeed reached.
