What are the circling, swirly light things in Chinatown Wars? I've seen a few of them but they do nothing when I walk into them

When you beat Grand Theft Auto Chinatown Wars, two Guardian Lions will appear at random locations around the map. The swirly things mark the locations where the lions could possibly appear. Finding the lions will unlock new missions.
