The best/fastest/cheapest way to go is using a combination of Metro ( from the Capitol to Rosslyn VA) and bus (shuttle from Rosslyn VA to Dulles Airport)
Just go to wmata.com ( The Washington Metropolitan Area Transit Authority)and follow the directions
